Teresa A. Bleggi, BA
Teresa has been a member of Harbor Counseling’s staff since 1998. She came to us from upstate New York, where she graduated from SUNY Oswego with a degree in Public Justice and Sociology, and had been working as a substance abuse counselor for several years.
Teresa has had many different responsibilities during her tenure at Harbor, including prevention work in the local schools, individual and group counseling at our facility, and providing services at Tioga County Prison.
Teresa is a valued member of our management team, using her wisdom, knowledge, and commitment to our clients’ recovery to assist our Director and Clinical Supervisor with program development. Her energy and enthusiasm is an inspiration to our clients and to the rest of our staff.
Terry J. Davis, BSW
Terry joined Harbor Counseling's staff in 2006 as a part-time employee while completing his Bachelor of Social Work degree from Mansfield University. He obtained his BSW in 2009 and was promoted from Counselor Assistant to Counselor, becoming a full-time staff member in 2011. Over Terry’s many years at Harbor, he has been a true team player, helping wherever he is needed. He has worked with the adolescent population, with the clients who are incarcerated in Tioga County Prison, and now for many years has maintained a full caseload of clients and facilitated morning and evening groups at our facility in Wellsboro. Terry has many interests outside of work which he enjoys using to inspire his clients to find meaningful hobbies and to live healthy lives full of purpose.
Crystal Deitrick, LPC
Crystal joined Harbor’s staff in April of 2021. Crystal had known since her 9th-grade year that she wanted to become a counselor, and that is exactly what she did! She graduated in May of 2018 from Lycoming College with her Bachelor’s in Psychology and Human Services. She also obtained her Master of Education Degree in Counseling and Human Services from Lehigh University in May 2020.
During her time in Allentown, PA, she completed an internship with another drug and alcohol treatment facility and then worked there part-time for a year after graduation. She also provided mental health counseling part-time at another facility in Allentown during that year. Crystal then felt it was time to come home to where she grew up and serve her community here in Tioga County. She achieved licensure as a Licensed Professional Counselor (LPC) in July 2024 and is now able to see clients with mental health needs as well as continuing as a substance use disorder counselor. Here at Harbor she provides individual counseling to a full caseload and facilitates many group therapy sessions.
Her approach is rooted in Interpersonal Therapy and Emotion-Focused Therapy. During her free time, she likes to spend time with her family and friends, go camping, read, explore nature, and take walks with her mini dachshunds!
Mandy Pacell, BS
In April 2023, Mandy joined the Harbor Counseling team. She has her B.S. in Human Services with a minor in Psychology from Pennsylvania College of Technology. Her prior experience includes casework in mental health facilities in Bucks County, crisis intervention, as well as counseling previously at a medicated assisted treatment facility. At Harbor Counseling, she facilitates groups and individual sessions.
In Mandy’s spare time, she enjoys spending time with family and friends, going on hikes with her four dogs, reading, and baking.
